The Anti-Ballistic Missile Treaty (ABM treaty or ABMT) was a treaty between the United States of America and the Union of Soviet Socialist Republics on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against missile-delivered nuclear weapons. On May 26 1972, the President of the United States, Richard Nixon and the General Secretary of the Communist Party of the Soviet Union, Leonid Brezhnev signed the Anti-Ballistic Missile Treaty. The treaty was in force for thirty years, from 1972 until 2002. The Patrick Henry League was founded in 1958 by Robert A. Heinlein and his wife, Virginia "Ginny" Gerstenfield. Provoked by an advertising campaign by the National Committee for a Sane Nuclear Policy, whom Heinlein described as "communist-line propagandists", he mounted a petition drive to urge then President Eisenhower to resist communist-orchestrated pressure "to stop our nuclear weapons tests, turn our missile and space program over to the UN, and in other ways to weaken our defenses" and to oppose the proposal for a unilateral cessation of American nuclear weapons testing in 1958. The premise was based on both Patrick Henry's Give me liberty or give me death speech and the Soviet Union's poor record of promise keeping. The Proliferation Security Initiative (PSI) is an international effort led by the United States to interdict transfer of banned weapons and weapons technology. The PSI is primarily focussed on combatting proliferation of nuclear, chemical, and biological weapons and materials. The initiative is designed to work within the framework of other international agreements and the role of participating countries varies. The PSI consists of 15 core countries, which alongside the US include Russia, Japan, France, Germany and Britain. The Treaty of Rarotonga is the common name for the South Pacific Nuclear Free Zone Treaty, which formalizes a nuclear-weapon-free zone in the South Pacific. The treaty bans the use, testing, and possession of nuclear weapons within the borders of the zone. It was signed by the South Pacific nations of Australia, the Cook Islands, Fiji, Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, the Solomon Islands, Tonga, Tuvalu, Vanuatu and Western Samoa in the city of Rarotonga (the capital of the Cook Islands) on August 6, 1985, and has since been ratified by all of those states. In addition, the Federal States of Micronesia, Marshall Islands, and Palau are eligible, but have not yet signed the treaty.
