In addition to tartan kilts, for many hundreds of years the better-off in Scottish society, (as well as some ordinary Highlanders) also wore truis. They were very tight tartan trousers - a bit like thick ladies' tights - usually worn when horse riding or in the winter when kilts were a bit draughty - they covered bothboth legs and feet. These were particularly worn on horseback, and sometimes with the belted plaid.
