Education in the European Union The purpose of the Bologna process is to create the European higher education area by harmonising academic degree standards and quality assurance standards throughout Europe for each faculty and its development. The name is based on the fact that the process was proposed at the University of Bologna with the signing, in 1999, of the Bologna declaration by ministers of education from 29 European countries in the Italian city of Bologna. In the European Union education is the responsibility of member states, and European Union institutions play only a minor role in this field. According to Art. 149 of the Treaty of Amsterdam, the Community «shall contribute to the development of quality education by encouraging cooperation between Member States», through actions such as promoting the mobility of citizens, designing joint study programmes, establishing networks, exchanging information or teaching languages of the European Union. One academic year corresponds to 60 ECTS-credits in all countries irrespective of standard or qualification type and is used to facilitate transfer and progression throughout the union.
