The 1985 World Health Organization AIDS surveillance case definition was developed in October 1985, at a conference of public health officials including representatives of the Centers for Disease Control (CDC) and World Health Organization (WHO) in Bangui, Central African Republic. For this reason, it became to be known as the Bangui definition for AIDS. The 1994 expanded World Health Organization AIDS case definition came around through the developments in the understanding of the spectrum of severe HIV-related illness both in developed and developing countries, and the increased availability of laboratory diagnostic methods, a meeting was convened in Geneva, Switzerland by the World Health Organization Global Programme on AIDS to review the 1985 World Health Organization AIDS surveillance case definition (Bangui definition) and to modify and expand them for use in adults and adolescents. In 1990, the ACT-UP chapter in San Francisco split into two chapters, the San Francisco chapter and the Golden Gate chapter. The catalyst for this was over decision-making processes, although it also involved many larger issues. According to ACT UP Golden Gate, "ACT UP Golden Gate concentrated on issues involving treatment and treatment access while ACT UP San Francisco focused on broader social issues involving public policy and politics. Over the next several years the two ACT UP chapters worked separately and together on local and national AIDS issues." AIDS defining clinical conditions is the terminology given to a list of diseases published by the United States government run Centers for Disease Control and Prevention ( CDC). This list governs the US government classification of HIV disease. This is to allow the government to handle epidemic statistics and define who receives US government assistance. In 1993, the CDC added pulmonary tuberculosis, recurrent pneumonia, and invasive cervical cancer to the list of clinical conditions in the AIDS surveillance case definition published in 1987 and expanded the AIDS surveillance case definition to include all HIV-infected persons with CD4+ T-lymphocyte counts of less than 200 cells/uL or a CD4+ percentage of less than 14.
