The Common European Framework of Reference for Languages: Learning, Teaching, Assessment, or CEF, is a guideline used to describe achievements of learners of foreign languages across Europe. It was put together by the Council of Europe as the main part of the project "Language Learning for European Citizenship" between 1989 and 1996. Its main aim is to provide a method of assessing and teaching which applies to all languages in Europe. In November 2001 a European Union Council Resolution recommended using the CEF to set up systems of validation of language ability. The six reference levels (see below) are becoming widely accepted as the standard for grading an individual's language proficiency. Language interference (also known as L1 interference, linguistic interference, cross-linguistic interference or transfer) is the effect of language learners' first language on their production of the language they are learning. The effect can be on any aspect of language: grammar, vocabulary, accent, spelling and so on. It is most often discussed as a source of errors (negative transfer), although where the relevant feature of both languages is the same, it results in correct language production (positive transfer). The greater the differences between the two languages, the more negative the effects of interference are likely to be. Ruth Hayman (d. 1981, London, United Kingdom), lawyer and anti- apartheid campaigner. Hayman was one of the first women in South Africa to qualify as an attorney and, beginning with the Treason Trial in 1956, "worked tirelessly to preserve the rule of law and to fight for justice in South Africa" (Obituary, 1982, p.25). Through the Black Sash organisation, Hayman offered free legal advice to many people, usually women, who had approached the Black Sash Advice Centre in Johannesburg, and often appeared herself in court to represent them.
