The Child Online Protection Act (COPA) is a law in the United States of America, passed in 1998 with the declared purpose of protecting children from harmful sexual material on the internet. The law was blocked by the courts and has never taken effect. Because it only limited commercial speech and only affected US providers, the effect on the availability of the regulated material to minors if the law was enforced was unlikely to be significant. The Child Protection and Obscenity Enforcement Act of 1988 (Pub. L. 100–690, title VII, subtitle N (§7501 et seq.), Nov. 18, 1988, 102 Stat. 4485, et seq.) is a United States Act of Congress which places stringent record keeping requirements on the producers of actual, sexual explicit materials. The guidelines for enforcing these laws (colloquially known as 2257 Regulations ( CFR Part 75 ) require producers of sexually explicit material to attain proof of age for every model they shoot, and keep those records on hand. The Communications Decency Act (CDA) was Title V of the United States' Telecommunications Act of 1996. It was introduced to the Senate Committee on Commerce, Science, and Transportation by senators James Exon (D-NE) and Slade Gorton (R-WA) in 1995. It was approved by an 84-16 vote on June 14, 1995. As passed by Congress, Title V affected the Internet (and online communications) in two signficant ways. First, it attempted to regulate both indecency (when available to children) and obscenity in cyberspace.
